Sec. 10-59. - Culvert installations.

(a)Requirements.

(1)All culverts required for driveway installations within roadways under city's maintenance jurisdiction shall be installed by the Mequon highway division.

(2)All culverts shall be sized in accordance with approved plans (in the case of commercial/industrial sites) or as determined by the highway division for residential properties.

(3)All culverts must be installed prior to any entry on the site which requires the crossing of the roadside ditch with a vehicle or any equipment.

(4)Culvert installations on state trunk highways or county highways shall be accordance with permits approved by the agency having jurisdiction over the roadway.

(5)All other nondriveway drainage pipe installations in the city, either in road right-of-way or on private property shall be subject to proper sizing, material and installation to protect upstream and downstream drainage considerations. The property owner is responsible for obtaining approval from the city prior to installation by private contractor. An installation plan, subject to engineering staff approval, may be required. No permit fee shall be required, but installation may be subject to inspection and installation shall be in accordance with material manufacturer's specifications.

 

(b)Permits.

(1)All driveway culverts to be installed by the city are subject to a permit.

(2)All permits are to be applied for during normal working hours at the Mequon highway division office a minimum of five working days prior to access to the site being required.

(3)The standard residential driveway culvert installations are 22 feet in length. The cost of the culvert installation shall include all labor, material and equipment required for the complete installation. Additional length, beyond the 22 feet or sizes larger than 24 feet diameter, shall be paid for at an additional cost per foot basis. The new culvert installation charge shall be established annually and adjusted for annual cost factors.

(4)Payment by check shall be required at the time permit is applied for.

(5)The person obtaining the permit shall be required to stake out the culvert location to insure that if falls entirely within the property lines or easement for the future driveway, when installed, meets the proper offsets from any adjacent property lines. The city shall not be required to verify the proposed location. Any culvert relay work required as a result of any location problem after the initial installation shall be paid for by the property owner based on the actual time and material costs involved.

(6)Replacement of an existing culvert is also subject to a permit and a fee. The permit cost is also established annually for this service.
