2021 Sewer Lateral Workplan Updates

 

The City of Mequon has continued with the sewer lateral program to reduce inflow and infiltration into the sanitary sewers. This work is important to maintaining a reliable sanitary collection system and to avoid sanitary sewer overflows during wet weather. Multiple efforts are ongoing following the 2019 Prioritization Report for Private Property Inflow and Infiltration Reduction. However, efforts to complete exams and Clear Water Compliance Inspections were delayed due to COVID19.

Lakeshore Drive Lift Station "K" Area and also in N. West Shoreland Drive

In 2017, 40 of 45 eligible parcels participated in the first sewer lateral project in N. West Shoreland Drive, Corey Lane and Lakeshore Drive. Following preliminary examination of lateral conditions, it was determined that 6 required no further action. However, 34 laterals had cured-in-place pipe installed in winter 2017-2018. The completion of Warranty Exams for these sewer laterals was delayed due to COVID19, but external quality assurance is being planned. This includes a final effort to complete the Warranty Exams, and potentially soak the ground to evaluate effectiveness of infiltration reduction from the cured-in-place pipe installation, if allowed by respective property owners.  Outreach is planned this spring, and quality assurance reports are anticipated to be transmitted to property owners following work anticipated this summer. 

 

Riverdale Park Lift Station "F" Area, Riverland Drive Lift Station "H" Area

In 2020, investigative lateral exams and Clear Water Compliance Inspections began in two additional areas: Riverdale Park Lift Station "F" and Riverland Drive Lift Station "H". However, this was also delayed due to COVID19.  In summary, 310 parcels were eligible. 239 volunteered for exams and Clear Water Compliance Inspections.  Work began last spring. Based on exam reviews, 194 laterals require work, 20 require additional exams (due to limited percentage of coverage), and the others require No Further Action.  Outreach with participants is planned this spring. This outreach includes recommendations to fix these laterals. Consultants have prepared lateral reports to share with participating property owners that include recommendations for repair, based on methods in the City’s policy. These include grouting leaks and lining segments with structural defects using trenchless methods.  However, some excavation may be required to replace leaky pipes, such as transitions from 6-inch diameter to 4-inch diameter laterals in the right-of-way near or in drainage ditches. This Workplan and Funding Agreement with MMSD is planned this spring, following the completion of the MMSD contractor pre-approval process in April.

 

Ranch Road Lift Station "E" Area

This spring, additional exams and Clear Water Compliance Inspections are being planned in the Ranch Road Lift Station "E" area.  This investigation area is in the vicinity north of Mequon Road and west of Port Washington Road, extending to west to Riverland Drive (LS "H") and north to the Milwaukee River and Riverdale Park (LS "F").   In summary, 980 parcels are eligible for this prioritized work based on the 2019 Private Property Infiltration and Inflow Reduction Study.  The plan for this investigative work includes three (3) components. First is dye water testing to identify infiltration during exams.  Second, meter installation is planned to measure wet weather conditions in the sanitary collection system.  This meter data will be used to compare existing conditions with post-construction conditions, anticipated in 2022.   Third is Clear Water Compliance Inspections. The MMSD reimbursement policy for 2020-2030, now requires Clear Water Inspections following the City’s lead.  It also allows reimbursement for sump pump installation in priority areas because sump pumps remove foundation drain “inflow” from going directly into the sanitary collection system.  This allows the City the potential to maximize participation for implementing corrective measures and avoid surrendering any unallocated funds from 2010-2020.  A Workplan and Funding Agreement for Investigative Exams and Clear Water Compliance Inspections is planned this spring. Outreach and contract awards are planned for this summer.
