Railroad Quiet Zone Process Moves Forward
The options for establishing a railroad quiet zone at Donges Bay Road, Mequon Road and Zedler Lane were presented to the Public Works Committee on May 8, 2018. The crossings at Mequon Road and Zedler Lane do not meet the minimum safety criteria for a partial quiet zone. The Public Works Committee directed staff to proceed with a partial quiet zone at Donges Bay Road which meets the minimum safety standards. Staff gathered the required traffic counts on Donges Bay Road in June and prepared the risk calculation based on the traffic counts in July. A notice of intent for a partial quiet zone at Donges Bay Road was applied for on July 24. The railroad officials have 90 days to comment on the proposed quiet zone request after the receipt of the application which equates to the end of October. Staff will continue to wait for comments from railroad officials and is prepared to respond as needed. Please click here for additional information on the history of the railroad quiet zone process.

Worker’s Compensation Modification Factor Projected to Hit New Low
A modification factor is an adjustment made to an employer’s Worker’s Compensation insurance premium that compares the organization’s Worker’s Compensation claims experience to the average of other employers operating a similar type of organization. A modification factor greater than 1.00 is considered to be above industry standards and in turn results in higher premiums. The City's modification factor reached a high of 1.14 in 2012 and had been hovering around 1.10 for the last few years. However due to several factors, including improved reporting, return to work efforts, and safety measures, the City’s modification factor was reduced to 0.99 in 2018. This week the State of Wisconsin issued the City’s official modification factor for 2019, which will be an all-time low of 0.88. The reduction in the modification factor coupled with lower rates set by the State that are used to generate Worker’s Compensation premiums will result in premium savings of up to $24,000 in 2019.
