Voting Absentee

You must be a registered voter in the City of Mequon prior to submitting an absentee ballot request.

To Request an Absentee Ballot:
Requests for an absentee ballot must be in writing by the elector and be submitted annually by regular voters.  An elector must apply in the current calendar year, starting January 1st - Absentee requests for regular voters expire on December 31st of each year.  For example, if you apply for absentee ballots on 12/30/2023 or any date before, it will expire on 12/31/2023.  To receive ballots in 2024, you must apply in the year 2024. 

  1. Submit your Request Online:  You can request a ballot be mailed to you online at MyVote WI Website.  Follow the link "Vote Absentee by Mail" and follow the step-by-step instructions provided. 
  2. Request by Mail: Complete the Absentee Ballot Application (linked at the bottom) and mail it to the Clerk’s Office, Mequon City Hall, 11333 N Cedarburg Road, Mequon, WI  53092.  The application must be received by the clerk no later than 5:00 pm the Thursday before the election in order for an absentee ballot to be mailed to you.  (Exceptions to this timeline exist for military, indefinitely confined and/or hospitalized electors only).                 
Wisconsin Voter Photo ID Requirements when Voting by Mail:

Completed Absentee Ballot Submission:  
  1. Mail your ballot to the Mequon City Clerk via USPS only (the provided return envelope is prepared for this purpose: postage is already paid).
  2. Hand deliver your ballot to the Mequon City Clerk at City Hall (11333 N Cedarburg Rd).  You may only deliver your ballot.  You may not deliver any other voter's ballot.  The Mequon City Hall drop box cannot be used to return ballots and you may not drop off your ballot to your polling site on election day.  On election day only, you may drop off your ballot at the Clerk's Office from 8am-7:00pm.  Please see section below: Disabled Voters Entitled to Absentee Ballot Assistance for information regarding ADA compliance. 

 

 

Disabled Voters Entitled to Absentee Ballot Assistance:
Disabled voters filed an action in federal district court seeking declaratory and injunctive relief after Wisconsin’s Supreme Court construed Wis. Stat. § 6.87(4)(b)1, in Teigen v. Wisconsin Elections Commission, as prohibiting voters from obtaining third party assistance to return an absentee ballot to the municipal clerk. They were successful in obtaining such relief.

On August 30, 2022, District Court Judge James Peterson held that disabled voters whose disability causes them to require assistance with mailing or delivering their absentee ballot to the municipal clerk are entitled to assistance by a person of the voter’s choice, other than the voter’s employer or agent of that employer or officer or agent of the voter’s union, under § 10508 of the federal Voting Rights Act (VRA). Judge Peterson also held that, to the extent Wis. Stat. § 6.87(4)(b)1 prohibits such assistance, it is preempted by § 10508. Carey v. Wisconsin Elections Comm’n, No. 22-cv-402-jdp (W.D. Wis. August 30, 2022). 

Judge Peterson enjoined the Wisconsin Elections Commission (WEC) from enforcing Wis. Stat. § 6.87(4)(b)1 under Wis. Stat. § 5.05(2m) or § 5.06 against disabled voters for receiving assistance from a third party in mailing or delivering their absentee ballot to the municipal clerk because the voter requires such assistance. The judge also ordered the WEC to instruct Wisconsin municipal clerks that the VRA requires that any Wisconsin voters who require assistance with mailing or delivering their absentee ballots to the municipal clerk because of a disability be permitted to receive such assistance by a person of the voter’s choice, other than the voter’s employer or agent of that employer or officer or agent of the voter’s union.

On September 7, the Wisconsin Elections Commission issued Guidance on Absentee Ballot Return Options Under the Federal Voting Rights Act which addresses frequently asked questions.
